If the Auditor concludes that the application is inadmissible or has to be rejected, the Registry gives notice of the report to the applicant. If, within thirty days, the applicant has not submitted a request to continue the proceedings, the Council of State will conclude in a judgment that the case has been abandoned.

If no request to continue the proceedings has been submitted or if the Auditor considers the appeal to be admissible and well founded in his report, the parties are called for the public hearing.
